SLW Dean elected to prestigious law academy

Chair Professor Wang Guiguo, Dean of the School of Law (SLW) at City University of Hong Kong (CityU), has been honoured as a titular member of the International Academy of Comparative Law. Professor Wang is the first scholar from the Greater China region to receive this honour, an appointment that reflects the international standing of CityU scholars.

科大校長陳繁昌接任不久就迎來俄國大企業俄鋁老闆親臨主持一項捐款儀式,除了數目可觀研究經費的實際利益之外還提高科大和香港的科研地位。中大校長劉遵義雖然爭議不斷又不擅應對傳媒和學生,但在處理學校的上層關係手腕靈通,在募款發展學校方面也有建樹。反觀城大校長郭位,接任兩年來推行惡政鬧得校內雞犬不寧人心渙散,高層人事至今混亂未定且質素低落,在校外又因為推動獸醫學院手法低劣,以至城大進退失據,淪為過街老鼠。
城大教職員眼看大學有難發起校長表現評估對每下愈況的校政領導表達意見,卻又遭到校方以校長表現評分是不容侵犯『隱私』的無理鎮壓。更可悲的是城大校董會裝聾作啞,眼看城大處境危殆卻袖手不理;教資會除了唔俾錢,似乎也冇辦法。

It’s very perceptive of PoorU to point out that the president’s tone was lukewarm at best in his announcement of the re-appointments of GG Wang and KK Wei. The president stated in the announcement that he is “sure that Professor Wei and Professor Wang will continue to work with THEIR colleagues to bring THEIR College/School to new heights”, confirming sigh’s description of the state of the university as “fiefdoms’ run by feudal lords. The president had no choice but to re-appoint Wang and Wei. Some of us, Dick also, suspect the Chairman’s influence on the re-appointment(s).
It’s worrying that CityU is run by the Chairman and the Deans.

One does wonder, how is it that someone who was dismissed as Dean finds himself re-appointed as Dean?

One might be excused for thinking that it was all down to his old buddy Richard Ho, Executive Committee Member of his wife’s WTO Research Institute (by the way Richard, did you declare your conflict of interest when you chaired the Dean Selection Committee in 2007?).

It’s the lawyer again and again.

Mind you, we have a lawyer acting as the CityU spokesman too. Here is the statement made by the pr man “the university expects the staff association to conduct all its activities in full compliance with the law.” Sound familiar? Guess who had drafted the warning letters referring to PDPO (privacy ordinance) while threatening legal action to crush freedom of opinion and expression?

In stead of wasting more public fund to hire more lawyers to serve as CityU’s full-time in-house counsels, the president can save a lot of money and trouble by simply turning the pr department into the legal department. Staff angry at blocking of survey on CityU boss

City University staff are venting their anger online after it blocked the staff union from making public an approval rating of the university’s president, Professor Kuo Way.  Unconfirmed reports said that Taiwanese-born Kuo scored below five - or a fail - regarding his performance, on a scale of one to 10, with 10 highest…CityU said that releasing the result of the survey the union conducted last month on Kuo’s performance could breach the privacy law… Some staff members and their supporters criticised the university for trying to gag the union.Condemnation of the university flooded the higher education forum on the website of the University Grants Committee.While the staff association conceded after seeking legal advice, it remained unhappy… A university spokesman said: The university expects the staff association to conduct all its activities in full compliance with the law.

The mystery surrounding the law school visitors in 1997 is another example of CityU top management’s double standard underhandedness. They talk about law (to bully the SA for example) only when it suits them. In the mean time, the president conveniently overlooked Dean Wang’s track record and re-appointed him.
It’s the lawyers again.

GG Wang was previously dismissed from his position as Dean in 1997. With his recent re-appointment, his total number of years as Dean will come to 9.

Warning to faculty on files ‘theft’

Staff at City University’s law department have been warned of the penalties for theft, conspiracy to steal and handling stolen goods after documents related to visitors from China went missing.

The documents concerned five visitors from Yutian county in Hebei province, who were invited as “academic visitors” although none were academics.

The group comprised two senior staff from a company making saws, a chemicals company staff member, the director of the Countryside Reform Testing Area Office and a deputy magistrate.

Yutian is the home county of Professor Wang Guiguo, the faculty’s dean.

A memo circulated on Monday to staff from department head Dr Anton Cooray says the documents were removed by a member of staff who circulated an anonymous letter about the visit.

The memo reminds staff anyone convicted of theft can be sentenced to 10 years’ jail.

Faculty of Law spokesman Professor Anthony Upham said: “The memo needs to be tough. I am 100 per cent behind that. The visitors are not related to the dean or members of his family.”

Usually only Professor Wang, Dr Cooray and other senior staff had access to a cabinet containing the documents, he said.

Professor Upham said because of the difficulties of solving the crime, the police had not been called. Details of the January 1996 visit came to light after the anonymous letter was circulated.

Two visitors received a $ 3,374 honorarium and all five received six nights’ accommodation.

That Dean has a great sense of humor.

Way Kuo recently announced the re-appointments of Professor WANG Guiguo and Professor Wei Kwok Kee for another 3 years to bring their School/College to NEW HEIGHTS.The tone of his announcement was noticeably indifferent and even cold considering the importance of those positions.
These appointments exemplify the low quality of CityU management in disarray. More such appointments will be made to ensure CityU reach NEW LOWS.

CityU is disintegrating.

Colleges and Schools are like fiefdoms run by feudal lords, operating under tacit understanding with the emperor (president)  that we don’t interfere with your unrealistic pursuit of the vet school and you don’t interfere with what we do with our colleges/schools—river water does not mix with well water.

The president has lost control and the deans are not accountable to the top management. As a result, the quality assurance is a lost cause at CityU. The students are the victims as in the case of the Law School incident.
