While agree with robin on some of her points also agree lot more with White Terror that all those old timeservers inherited from the old regime should be replaced as soon as possible. People like Roderick Wong, Gabriel Chan and John Dockerill whose usefulness to CityU has expired, if they ever had any - should be replaced by people appointed through an open process. if its going to be internal then the selection process can be open for all to see

I paste a link to what our student said about vet school. What will CityU do? When can we know the president’s evaluation? Is there a law protecting our right to know how our president performs?

I am told to to come here to get information about CityU. Before today, I have been going to the UGC forum to find out more about the university I work for. http://www.ugc.edu.hk/cgi-bin/ugc/mb_topic.pl People there are also very angry at CityU.

Half of the closed forum participants are senior management members and the other half were picked by SU and HRO. (please, spare us with the randomly selected by HRO line. we have been here long enough to know how that works.) I fail to see how “widely representative” this group is.
Also, consultation takes place before the decision is made. After an offer is made and accepted, the management “introduce” the new Provost to the university community in an open forum (hopely) or via email announcement. By that time, it’s a done deal whether we support it or not. The current management is known to be dysfunctional, disorganised, dictatorial and dishonest. Let us not put powder on its distorted face. Don’t forget we are still waiting for the result of the evaluation of the president. His score is in free fall everyday Hong Kong waits. Before the management realises that the suppression of the evaluation announcement actually works against the president, we will book an appointment with the QAC auditors to tell them how the student learning has been neglected by the current management.

Why only you (Robin) are using a real name? The reason is simple; you are about to retire and they can’t do much harm to you. Those staying are quite aware that the new administration of this Uni is as efficient as KGB, I’m sure you know what I mean.

I have difficulty to understand your good impression on the president’s openness and transparency in appointing the senior management members for his administration team. As far as I can remember, none of the senior positions, such as the former provost, the chiefs, the vps were selected in the way you described (which I believe all democratic uni should do).

Another major dictatorial act of the new administration is restructuring the Department Staffing Committee. It now comprises only one elected member at Assistant Prof and above grade (as compared with maximum of three in the past). All other members of the DSC are Profs or Chair Profs – a perfect machine for executing all policies, no matter how unfair or unreasonable, commanded by the president.  I urge SA to protest against this new structure.

While I agree with historian (why am I the only person on this thread to use my real name?) idealistically all such meetings should be open. However reality is different and we have to find the balance between total openness and total secrecy, whilst always tending towards transparency and inclusiveness. If a candidate does not want their details publicly announced we have to respect that too. I still believe that the people invited to the previous forum and the next are a representative sample of the university stakeholders. Their views and feedback are very important in the process.

I have been impressed by the changes that the President has made to the search and selection process for senior appointments; it is far better than before, although not yet perfect. Whether the process will result in the best persons being appointed to the jobs, is of course, another problem wink

I would fully support an open meeting for all staff and students once a single candidate has emerged from the current process.

Our memory is still fresh when the Staff Association, joined by the Student Union and the Postgraduate Association, proposed to organise an OPEN forum in early 2007 for the university community members to meet the 2 presidential candidates. Many supported the initiative because we believed in open process, broad participation and greater transparency. Has the Staff Association Changed its position? Or is Robin speaking on behalf of the Selection Committee? By the way, it is not realistic to expect confidentiality be kept after 100 some staff and students meet the candidate. Many who were not privy to the closed forum know who the candidates are. The case at hand is about control, not protecting the candidates.

Actually the forum was not secret. As elected staff representative to the Provost Search Committee I chaired the forum. It was a closed forum as the person speaking was just one of those shortlisted for the provost post. To protect his confidentiality it is normal to have a smaller forum with invited people, and to have an open forum once an offer has been made and accepted and it’s public knowledge.

There were over 100 people invited to the forum; 25 were students selected by the SU, and around 30 were staff randomly selected by HRO. Thus the majority of those attending were not senior management or associated with them.

The feedback from this widely representative group will be taken into account by the selection committee when they interview the candidate. There will be another such forum next week for another candidate.

When carrying out a serach at such high level (the same applies to the President and Deans) you have to strike a balance between getting as many people involved as possible against publicising the fact that someone from another institution is applying for a job here. If it was widely known it could affect their careers at their current workplace - we all know how vindictive our bosses can be - and, if they were not chosen, it could affect their reputation - as a loser.

The management planed the secret forum for selected people to meet the candidates.
Question is why do they have to hide and what are they hiding. To hide the candidates because they are not qualified? To hide the university community because the extent of our dissatisfaction? Or to hide from other recruiters so that they cannot poach our candidates again?
The secrecy signals mistrust and dishonesty, a bad start for any hiring.
In the old China, a wealthy family would buy a poor farmer girl to marry their dying heir. The wedding is rushed before the poor lad takes his last breath in the hope that the energy of the “happy” occasion will give him strength to recover. It’s the last-ditch effort.
We smell something similar at the forum.

Presidents come and go. But what about his lieutenants? Where will they go after the president leaves? Robin, do you have a research paper on that?

Forum is right.  CityU in the past two years has created a bluffing culture.  When we all astonished by the sudden change from Faculties to Colleges, we were told, it had been thoroughly consulted and everybody loved the new names!  Of course, we were also told that the new performance appraisal schemes and the vet school had been widely consulted and discussed in the University.
It seems that CityU is now ruled by Chen Shui-bian who thought himself is smart in manipulating people and events but everybody knows his tricks.
Colleagues, we need to safeguard the fine culture of CityU which took decades to establish.  Say NO to the hypocrite ruler.

There was a forum for CityU colleagues to meet the future Provost.It should have been an open forum for all faculty and staff members who are interested in the selection. But no, not at CityU where blackbox operation is the norm. Even something as straight forward as the forum for future Provost was kept strictly confidential except for a number of participants handpicked by the management.
The management had spent almost one year to identify a Provost but they lost the top candidate to HKUST recently. They quickly started a second round, fast tracked the process and identified new candidates in lightening speed. Another sloppy operation done in the absense of transparency. I can foresee the management claiming the appointment of the next Provost be done in full and wide consultation with the university community. Lies! Lies! Lies! The same happened to the drafting of the current strategic plan. Some consultation was conducted to collect input and feedback to Richard Ho’s draft but there had been very little consultation for the Julia Tao version which is very different from the previous version.Now they are repeating the same lie to UGC QAC auditors.
Honesty should be an important quality of a university president. We should add it to our evaluation of the president.

Surely, the 2 emails could not have been initiated by the CAO. It would not be appropriate. It was initiated by the President’s Office, drafted with help of the lawyers, and sent by the CAO. Can’t you see the finger prints between the lines?
However, the 2 emails did not help the president. On the contrary, it hurt his standing even further by putting the SA on the moral high(er) ground. That’s why Justin wondered if the president’s top assistants are actually with him or against him. With friends like this who needs enemies?

Justin is right. Surely Gabriel cannot be so dumb to not have realized the damage his emails would cause.

The inherent problem of this University is that it has a lot of dead wood around in very high positions. These are so-called scholars who are superannuated and draw huge salaries, but whom any proper university would not even employ as janitors. CityU is these people’s personal dead end and they know it. But to them that’s not a problem since they get to just sit around and draw lots of money. People like Gabriel know they can’t get a similar job in the real world, so they milk the system for what it’s worth. Weaking the President is part of this game. After all, a strong President would have a much easier time clearing out all the dead wood.

Of course, the main fear these people have is that proper academics will be recruited as this will make them look bad. So everything is done to prevent good people from coming in. Case in point: we were going to have KC Chan and got Richard. Lots of similar stories on the departmental level. And what about the new Provost? I’d bet my bottom dollar it’s going to be someone internal, incompetent and with a vested interest to keep it that way: internal and incompetent.
